• Missing amount remains UNKNOWN

4. Verify applicant and geography

• Eligible organisation types recorded
• Applicant and beneficiary roles distinguished
• Host-country conditions checked
• Current country-participation or association source checked where relevant
• Consortium requirements recorded
• Researcher nationality not treated as proof of institutional eligibility
• Funding eligibility not inferred from a generic country list
• Transitional conditions stated conditionally and dated

5. Verify topic and work required

• Official topic scope read
• Exclusions or minimum requirements recorded
• Technology/readiness-level conditions checked where relevant
• Required partners identified
• Required forms and annexes listed
• Evaluation or award criteria located
• Submission portal and procedure recorded

6. Assign evidence tier

Publication rule: VERIFIED_CURRENT may support a current public recommendation; PARTIAL is manual review only; UNVERIFIED is suppressed.

7. Decide the action

• GO — proceed to detailed assessment
